A team of White House communications technicians is in Beijing to install a secure hotline linking U.S. President Bill Clinton to Chinese President Jiang Zemin. The hotline, expected to be operational prior to the Clinton-Jiang summit later next month, will connect the White House and the U.S. Embassy in Beijing to the Zshongnanhai Chinese Communist party headquarters.
